What those sites actually are

Marketplaces advertising bulk CVV sales are overwhelmingly scams. Buyers pay in cryptocurrency, receive nothing or receive data that was already canceled, and have no recourse because the transaction itself is criminal. Many are also credential-harvesting operations that log the buyer's own payment details, device fingerprint, and IP address. Federal law enforcement regularly seizes these domains and uses their records in prosecutions.

Purchasing or possessing stolen card credentials is a federal offense in the United States under 18 U.S.C. § 1029, with penalties that scale with the number of accounts and the dollar amount involved. Buying is not a lesser charge than selling.
