Gift Cards

Short answer

I will not write a guide on where to sell CVV data. Selling or trading card verification values and full card numbers you do not own is payment card fraud and identity theft. There is no legal marketplace for it, no legitimate escrow service that will touch it, and no way to structure a sale that avoids liability under US federal law. Every "vendor" or "shop" advertising that service is either a scam targeting sellers, a law enforcement operation, or a criminal group that will collect your identity and payment details and use them against you.

What the law actually covers

  • 18 U.S.C. 1029 covers trafficking in unauthorized access devices, which includes card numbers and CVVs. Penalties scale with the number of devices and the dollar value involved.
  • 18 U.S.C. 1028A adds mandatory consecutive time for aggravated identity theft when a real person's identity is used.
  • State statutes in all 50 states criminalize possession and transfer of stolen card data as well.
  • Card networks treat carding as a permanent ban category, so any tied merchant account, processor, or payout rail is closed and reported.

If you received CVV data and want it gone

Do not list it, do not test it, do not forward it. Delete it, then report the incident to the card issuer and to the FBI Internet Crime Complaint Center. If you are a merchant who found card data in your systems, contact your acquirer and your processor's fraud team the same day, because notification timelines matter more than the cleanup itself.

If you are a merchant losing money to card-not-present fraud

Legitimate work in this space is fraud prevention, not fraud supply. Useful steps include address verification, CVV verification at authorization, 3-D Secure for high-risk orders, velocity limits per card and per device, and manual review thresholds based on order value and shipping mismatch. Every major processor publishes free guidance on these controls.

Common questions

Is there a legal way to sell card data? Only in narrow, contract-bound channels such as licensed fraud-data consortiums and issuer-approved tokenization programs, and those do not accept anonymous sellers or cash payouts. Can I sell card data I own from my own card? No, selling your own card details still exposes the buyer to fraud liability and typically violates your cardholder agreement.
