A legitimate sandbox CVV test setup runs on synthetic card numbers that a payment processor publishes for developers. Those numbers use reserved test BINs, never resolve to a real account, and cannot be used to move money. Any system built to check whether real card numbers and CVVs are live is a card-testing tool. In the US that activity is payment card fraud, and building, renting or selling such infrastructure exposes you to federal prosecution and to card network enforcement.
Do not build a checker that takes a list of real card numbers and CVVs and reports which ones authorize. That is the definition of card testing, and it is the step attackers use to monetize stolen data. Do not buy, sell or broker such lists, and do not host a service that validates them for others. Card networks monitor authorization traffic for the low-value, high-volume patterns that card testing produces, and merchants who tolerate it lose their processing rights.
PCI DSS scope still applies to sandbox systems that touch real data, so the simplest rule is to never let real card data reach a test environment. Tokenization and processor-hosted fields keep your servers out of scope. Test data should be generated, labeled as fake and purged on a schedule.
