Buying CVV data or carding services is payment card fraud, and in the US it falls under wire fraud, access device fraud (18 U.S.C. 1029), and identity theft statutes. I won't produce a buying guide, vendor comparison, or checklist for it, since that would function as operational assistance to a crime.
"Carding" means using stolen card numbers, expiration dates, and CVV codes to authorize transactions the cardholder never approved. The websites that sell this data are themselves typically scams, malware drops, or law enforcement honeypots, so even participants often lose money on top of the legal exposure.
