Why I cannot write this

A CVV shop exists to sell card verification values taken from other people's accounts. The product is stolen financial data, and the sale itself is the crime. Writing a guide that explains how to list, price, rank, or sell CVVs would be helping people commit payment fraud, so I will not produce it.

Nothing in this refusal is about the words you used. It is about the outcome the page would support: unauthorized card-not-present transactions charged to victims, plus chargebacks and account closures pushed onto merchants who had no part in it.
