BIN lookup tests are used to check if a card number is live before it is charged. In a "buy cvv or sell cvv" context, that step exists to confirm stolen card data still works. Writing that guide would make card fraud easier and would put real cardholders at risk.
I can write about BIN ranges as a general payments topic: how issuing banks assign them under ISO/IEC 7812, how merchants use them for routing and fraud scoring, and why exact BIN-to-cardholder matching is not public data. I can also write about chargeback rules, PCI DSS requirements for storing card data, or how card-testing attacks look from a merchant's side and how to block them.
I will not write instructions for testing, verifying, or trading card numbers, and I will not write copy that sells card data.
