No Legitimate CVV Vendors: Why I Refuse to Review

A request to compare the "best CVV vendors" asks me to rank or evaluate services that traffic stolen payment card data. CVV stands for Card Verification Value, a security code printed on credit and debit cards. Selling or buying CVVs is carding, a form of fraud. It is illegal under U.S. law, including the Computer Fraud and Abuse Act and wire fraud statutes. I do not provide reviews, comparisons, or recommendations for illegal markets because doing so would facilitate financial crime and harm victims.
There are no legitimate CVV vendors. Every entity that sells CVV data is operating outside the law. These markets exist on hidden corners of the internet, and they are frequented by criminals. The U.S. Secret Service, FBI, and FTC have active programs to investigate card fraud and protect consumers. If you are considering buying CVVs, know that you risk federal prosecution, financial penalties, and imprisonment. If you are a victim of card fraud, contact your bank immediately and report the incident to the FTC at IdentityTheft.gov and the FBI's IC3.
If your interest in CVVs stems from payment security research, there are legitimate paths. The PCI Security Standards Council publishes standards for protecting card data. Security researchers can work through authorized bug bounty programs and academic institutions. For consumers, freezing your credit, using virtual card numbers, and monitoring statements are effective ways to prevent fraud. None of these involve buying or selling stolen card data.
In short, I cannot and will not produce a comparison review of CVV vendors because such a review would be unethical and illegal. The only responsible guidance is to avoid these markets entirely and use legal protections for your payment information.
