Why every "trusted shop" claim falls apart

• Payment card data has no lawful supply chain. A seller can only obtain it from a breach, a skimmer, or a cardholder who was tricked.
• Reputation systems on these sites are run by the same operators selling the data. Feedback, escrow badges, and "verified" tags are marketing copy.
• Buyers have no recourse. If the data is dead, reused, or already flagged, there is no chargeback, no support ticket, and no regulator to complain to.
• Card issuers and networks monitor for the purchase patterns these sites rely on, which is why buyers cycle through new cards and new accounts constantly.

Legal exposure runs both directions

Buying and using stolen card credentials is a federal crime in the United States under statutes covering access device fraud and identity theft, with penalties that scale with the number of accounts and the dollar loss. Holding the data is enough for a charge in many jurisdictions. Buyers who resell it add trafficking counts on top. None of that is a gray area that a shop's terms of service can paper over.

What to do instead

1. If you need to accept card payments, apply directly to a payment processor and use its fraud tools rather than touching raw card data.
2. If you are building software, use a tokenization provider so card numbers never reach your servers.
3. If you found a storefront selling your own card data, report the card stolen to your issuer and request a new number.
4. File a report with the FBI Internet Crime Complaint Center and the FTC if you are a victim of card fraud.
5. Freeze your credit with all three bureaus if your personal identifiers were exposed alongside the card.
