A CVV is the 3 or 4 digit code printed on a payment card. In carding forums, "CVV" is shorthand for a full card record: card number, expiration date, cardholder name, address, and that security code. Those records come from breaches, skimmer devices, phishing pages, and merchant insiders. The cardholder did not agree to the sale.
Trafficking in card credentials is a federal crime. 18 U.S.C. 1029 covers producing, selling, and possessing device-making equipment and unauthorized access devices. Penalties reach 10 years for a first offense and 15 years for aggravated cases. State laws add charges for identity theft and larceny. Payment networks and card issuers also pursue civil claims.
There is no lawful version of this market. Sites that advertise "cheap CVV" are either selling stolen data, reselling data that no longer works, or running an advance-fee scam that takes payment and delivers nothing. Buyers in the first two cases face charges. Buyers in the third case lose money with no recourse, because they cannot report the fraud without admitting to it.
Card security, fraud analytics, chargeback management, and payment compliance are paid fields. Vendors that sell fraud prevention tooling publish pricing and terms. Those are the only card-data services a business can lawfully buy.
