A card testing tool is software or scripting that submits large numbers of low-value transactions to check whether stolen card details are still valid. For merchants, the same phrase describes the defensive side of the problem: the detection tooling, such as velocity rules, BIN analytics, CAPTCHA and risk scoring, that flags and blocks those attempts before they turn into chargebacks.

How card testing reaches a checkout

Someone holding a batch of card numbers needs to know which ones still work. The cheapest way to find out is to push small orders through a live payment form and watch the authorization responses. Approved charges confirm a card; declines get discarded. The merchant absorbs the gateway fees, the dispute volume and the fraud ratio damage, often before anyone notices the pattern.

These attempts usually share recognizable traits:

Card Testing Program Guide

  • Dozens or hundreds of orders inside a short window, often overnight
  • Cart totals near the minimum your processor will authorize
  • Many different card numbers from one IP address, device or email domain
  • Billing details that do not match the card or the shipping destination
  • A high share of declines mixed with a few approvals

Signs a card testing tool is hitting your store

Most merchants learn about an attack from their payment provider rather than their own dashboard. Watch for a sudden jump in authorization attempts that does not match traffic, a spike in declines on small orders, or a cluster of orders placed within seconds of each other. A drop in average order value combined with a rise in new-customer checkouts is another common signal.

What detection tooling actually looks at

A useful card testing tool on the defense side combines several signals rather than relying on one rule:

  • Velocity: attempts per IP, device fingerprint, email and card BIN within a rolling time window
  • BIN and issuer patterns: many cards from a single issuer prefix, or numbers that look machine-generated
  • Network signals: datacenter IPs, open proxies, VPN ranges and known bad ASNs
  • Behavioral signals: instant form fills, no cursor movement, repeated retries after a decline
  • Response patterns: an unusually high decline rate on very small amounts

Layers that reduce exposure

No single control stops every attack, so stack them:

  1. Set a minimum order value and disable zero-dollar or one-cent authorizations.
  2. Add CAPTCHA or a similar challenge to the payment step, not just the login page.
  3. Enable 3-D Secure so issuers can step in on risky attempts.
  4. Rate limit checkout endpoints at the edge, before requests reach your application.
  5. Require CVV and address verification, and review orders that fail either check.

If an attack is already underway

Contact your acquirer or gateway the same day. Tighten velocity rules, temporarily block the countries or network ranges generating the traffic, and monitor your dispute queue for weeks afterward, since chargebacks from a burst often arrive a month or two later. Document what happened; processors expect a remediation summary when fraud ratios climb.

A note on legality

Trading stolen card data or using a card testing tool against a payment system you do not own is a criminal offense in most jurisdictions and falls outside PCI DSS scope entirely. Merchants should never store, share or resell full card numbers, and any fraud-defense workflow should keep cardholder data inside a compliant environment.

What to evaluate in a detection product

Look for real-time rule changes you can apply without a deploy, alerting that reaches someone at 3 a.m., chargeback data feeding back into the model, and a clear way to handle false positives so legitimate customers are not declined. Ask vendors how quickly a new rule takes effect and whether you can test it in shadow mode first.
