Why I can't write this guide

The request asks for a buying guide about locating a "reliable CVV seller on Telegram." CVV data sold on Telegram is, in practice, stolen card information. Card verification values are not a product that can be legitimately sold or sourced through messaging apps, and a guide that helps someone evaluate sellers, compare prices, or judge reliability would function as instruction for buying stolen financial data. That is fraud, and it causes direct harm to cardholders and banks. I am not able to write it.

What legitimate needs might sit behind this request

There are real, lawful problems that sometimes get described in similar language, and I can help with those.

If you run a store and suspect card testing

Card testing is when someone runs large volumes of stolen card numbers against a checkout to see which ones still work. The signals are well documented: a spike in small-amount declines, many attempts from one IP range or device fingerprint, mismatched billing and shipping countries, and repeated orders on low-cost items. Practical defenses include address verification and CVV checks switched on at the processor, velocity limits per card and per IP, CAPTCHA or bot filtering on payment pages, 3-D Secure step-up for risky orders, and monitoring chargeback ratios. Your payment processor and your ecommerce platform both publish setup instructions for these controls, and a chargeback or fraud analyst can review your transaction data.

If you want to accept card payments

Merchants do not buy card numbers. They open a merchant account with an acquiring bank or a payment service provider, pass underwriting, and then accept card data through a compliant checkout that never stores raw card numbers on their own servers. That path involves PCI DSS scope reduction, tokenization, and a written agreement, none of which has anything to do with Telegram vendors.

If you have been a victim

If a card of yours was used without authorization, contact your card issuer using the number on the back of the card, then file a report with the FTC at ReportFraud.ftc.gov and, in the US, consider an identity theft report. Issuers are required to handle unauthorized charge disputes, and prompt reporting limits your liability.

Where I can help instead

I can write about fraud prevention for merchants, how chargeback representment works, how to evaluate a payment processor, how to reduce PCI scope, or how to spot phishing and carding attempts against your own site. I am not able to write buying guidance for stolen card data in any format.
