What a CVV is

A CVV is the 3-digit code on the back of a Visa, Mastercard, or Discover card, or the 4-digit code on the front of an American Express card. Banks issue it to confirm the card holder is physically holding the card during a card-not-present transaction. It is not a product. It has no retail market.

Sites that sell CVV data

No legitimate business sells CVV numbers. Every site that claims to does one of two things: it takes payment and delivers nothing, or it delivers card data that was stolen from a real account holder. Both are crimes. The first is wire fraud. The second is trafficking in stolen access devices.

Federal law covers this under 18 U.S.C. § 1029. Penalties reach 10 years in prison for a first offense and 20 years for a second, plus fines. The DOJ prosecutes these cases, and it has charged buyers as well as sellers. Buying is not a lesser charge than selling.

Search results and "no scam" claims

Review pages, forum threads, and Telegram channels that rank for this term are run by the same operators who run the storefronts. A site with a five-star rating and a "verified vendor" badge has no third party checking the claim. There is no consumer protection agency that certifies card-data sellers. There is no escrow service that will arbitrate a dispute over stolen cards, because the underlying transaction is illegal and unenforceable in any court.

What to do instead

If you have already paid a site that promised CVV data, report it to the FBI Internet Crime Complaint Center at ic3.gov and to the FTC at ReportFraud.ftc.gov. If you believe a card of yours was exposed, call the issuer using the number on the back of the card and request a new number. If you are looking for a payment method for legitimate online purchases, prepaid cards and virtual card numbers from your own bank serve that purpose and carry no legal risk.

Legitimate card-number products

Banks and fintechs sell card issuing as a service. Those programs include know-your-customer checks, underwriting, and chargeback liability. A buyer who needs to accept or issue cards can contract with a licensed processor. A buyer who needs to spend money online can use a card in their own name. Neither path involves a marketplace for CVVs, because no such legal marketplace exists.
