You're asking for a buying guide to card verification values, the three or four digits on a payment card. Those numbers only exist to prove the person holding the card is the cardholder. A market for selling them separately from the card is a market in stolen payment credentials. Writing advice on how to shop in it, avoid ripoffs in it, or pick a reliable vendor is helping move stolen money. I won't do that, and no honest version of that guide exists.
That phrase is the tell. Every forum post, Telegram channel, and dark web storefront promising clean CVVs and escrow is run by people whose only product is the next buyer's deposit. There is no consumer protection layer, no chargeback, no recourse. The vendor feedback is written by the vendor. The escrow account is the vendor. When someone selling stolen data takes your crypto, you have no police report you can file without describing what you were buying.
I look at this from the other side too: the cardholder whose number got lifted, the small merchant eating the chargeback. Card-not-present fraud is one of the more common complaint categories the FTC and FBI field, and the losses land on ordinary people and thin-margin businesses.
There is no safe, scam-free way to buy someone else's card data. The search itself is the bait. If your actual need is fraud prevention, payment security, or getting your money back, say so and I'll write you something genuinely useful.
